NASA Will Emerge from Shuttle Investigation Stronger, Observers Say.

Feb. 10--HOUSTON--When Challenger exploded on launch in 1986, killing seven astronauts, the shuttle program was grounded for 31 months. Some critics called for canceling American human spaceflight permanently.

Now, a little more than a week into investigation of the disintegration of the shuttle Columbia over Texas, many NASA watchers, including some who feared another accident could derail the program forever, expect a faster return to flight u and eventually more support for the space agency.

They say a major difference is that NASA reacted much more quickly and has been much more open this time, a marked contrast to its defensive image after the 1986...
