Member of Columbia Investigation Panel Has Business Links to NASA Head.

Feb. 11--WASHINGTON--Roger Tetrault, named as an independent member of the shuttle Columbia's board of inquiry to quell criticism that its members are too closely linked to NASA to be objective, had a business relationship with agency chief Sean O'Keefe dating back at least to 1997.

That's when Tetrault was chairman of J. Ray McDermott, a New Orleans-based offshore oil-rig and pipeline company, which named O'Keefe to its board of directors. At the time, O'Keefe was a professor of government policy at Syracuse University.
