Feb. 23--DAVENPORT, Fla. -- A "Garden City" of residences and retail shops soon will begin to rise from the rubble of Baseball City, becoming the gateway to Polk County if a developer can gain approval for the new subdivision.

Boardwalk and Baseball Inc. plans a 365-acre mixed-use development called Victor Posner City Center that would be a self-contained community for its anticipated 4,500 residents and a destination spot for tourists lured from nearby Orlando attractions.
