NASA Budget Limitations Forced Delays in Needed Space Shuttle Upgrades.

Feb. 25--For years, some members of Congress and members of NASA's own independent safety panel have warned the agency to move forward with long-term upgrades to its shuttle fleet.

But as the National Aeronautics and Space Administration has struggled with flat budgets -- and hoped that a replacement vehicle was just over the horizon -- the agency has canceled or delayed hundreds of millions of dollars of improvements to the orbiters.

The upgrades were supposed to make the shuttle, an incredibly complex machine but one that was designed in the 1970s, safer and more efficient.

But as NASA experienced multibillion-dollar cost overruns in the international space...
