Raises at Boston Redevelopment Authority Irk Other Agencies.

Feb. 28--City employees are being asked to take furloughs and brace themselves for possible layoffs, but one agency, the Boston Redevelopment Authority, is flush enough to hand out raises, causing others caught in the pinch of belt-tightening at City Hall to grumble.

After trimming a dozen workers through early retirement last month and consolidating operations to reduce costs, the BRA, the city's planning and development agency long known for paying higher salaries than other departments, says it can afford to give eight employees a combined $60,000 in raises.
