NASA Seeks Congress' Help in Replacing Aging Work Force.

Mar. 7--WASHINGTON--Stringent federal rules have prevented NASA from replacing its rapidly aging work force with talented younger employees and need to be relaxed, the space agency's chief told lawmakers Thursday.

With the Columbia accident prompting a renewed focus on the space program, Congress is reconsidering legislation to make National Aeronautics and Space Administration jobs more attractive by raising federal caps on salaries and benefits.

After a decade of layoffs and shifting of NASA jobs to private contractors, the average space-agency employee today is 45 and, in the crucial science and engineering fields, there are three workers older than 60...
