Providence, R.I., Mayor Calls On Colleges to Pay Their 'Fair Share'.

Mar. 9--PROVIDENCE, R.I.--Should private colleges and universities be forced to make payments to help cities -- in particular, cash-strapped Providence -- pay for plowing streets, arresting criminals and educating children?

A little-noticed provision in Governor Carcieri's budget proposal that would require such payments has Mayor David N. Cicilline cheering and college presidents in an uproar.
