Mar. 12--Citing inflation and security costs after the Sept. 11 terrorist attacks, West Virginia-American Water Co. asked state regulators Tuesday to approve a 16.4 percent rate increase. The increase would bring in $15.5 million more a year for the state's largest water company.
If approved by the state Public Service Commission, the rate increase would go into effect in January 2004 -- the earliest date allowed under terms of the sale of the water company's parent to RWE AG of Germany.
