Georgia' Insurance Chief Starts Staff Layoffs.

Mar. 13--The state's fiscal crisis has led Insurance Commissioner John Oxendine to start laying off employees and cutting back on others' work hours.

Oxendine said Wednesday he had given layoff notices to 13 of his 254 employees and furloughs to three more based on budget cuts approved last week by the state Senate.

"We may have to do more," said Oxendine, a Republican. "We're really at a crisis stage of even being able to function. We're not sure we're going to be able to pay some of our bills."
