Mar. 16--SAN GORGONIO PASS, Calif.--The wind whips as powerfully as ever through the San Gorgonio Pass northwest of Palm Springs, but the growth of the windmill industry here is close to being blown out.
Although the Pass, wedged between two mountain ranges, is considered the best spot in California for producing wind energy, there is no more room left to build the iconic turbines that rise in clusters from the desert floor.
