For Israelis, Threat of War Offers No Time for Panic.

Mar. 19--TEL AVIV, Israel--As many Israelis see it, especially in this city that was Saddam Hussein's favorite target in the 1991 Gulf War, yesterday was the storm before the calm.

In driving rain, thick fog, and howling winds, thousands thronged to Israel Defense Forces distribution centers to get government-issue gas masks or to update masks that had sat unused in their closets since the 1991 conflict, when 25 Iraqi SCUD missiles landed in and around Tel Aviv.
