Mar. 23--WILLIAMSBURG, Va.--Williamsburg Brewing Co. president Hugh Burns received an urgent phone call in early 1999.
Dan Kennedy, the head chef at Giuseppe's, an Italian restaurant on Richmond Road, had run out of Burns' micro-brewed beer--and wanted to replenish the restaurant's supply immediately. Though the restaurant was just less than 400 yards down the road, Burns was stuck.
"We can't do that," he told Kennedy.
Then Burns explained why: Virginia law doesn't allow brewers to deliver their beer directly to retail customers. Instead, retailers have to buy all their beer through licensed wholesalers because of a three-tiered...
