Mar. 25--WASHINGTON--The White House declined Monday to include any financial assistance for the nation's troubled airlines in an emergency Iraq war appropriations bill.

The war-related spending bill is on a legislative fast track, but officials said there may be time later to add airline aid.

The decision, nevertheless, is a setback for the aviation industry, which is lobbying the White House and Congress for its second round of financial assistance since the Sept. 11 terrorist attacks.

"At this point, we do not have any recommendations to make," said a senior administration official who spoke on the condition of anonymity.
