Regulators Refuse to Help Northwest Utilities Out of Costly Deals.

Mar. 27--WASHINGTON--The chances for sizable refunds on energy prices paid in 2000 and 2001 dwindled yesterday after federal energy regulators said Northwest power providers are stuck with the long-term deals they signed.

A 13-month investigation into the West's energy crisis found widespread manipulation of natural-gas and energy prices, orchestrated by Enron and other energy traders and companies.

And for the first time, the Federal Energy Regulatory Commission (FERC) acknowledged what Northwest power interests have been saying for months: High prices in California and the Northwest are linked, and short-term price spikes adversely affected long-term power...
