Orange County, Fla., Okays Slot for Homeowners on Growth Board.

Apr. 9--Homeowners earned a spot Tuesday on an Orange County board that critics have complained is too stacked with developers.
County commissioners voted to restructure the Development Advisory Board, which helps them come up with rules governing subdivisions and real-estate development. The board recently has addressed issues as varied as a tree-protection ordinance and gated-community rules.
The volunteer panel is an influential one whose recommendations often are rubber-stamped by the County Commission. That has given headaches to some conservation groups because nearly all of the board's members are developers, builders and others whose livelihoods...
