Germany's Social Democratic Party Has Difficulty Exercising Power to Govern.

May 4--After little more than four years in charge of Germany, Gerhard Schroeder's Social Democratic party (SPD) -- scorned by its most important allies and hemmed in by European Union (EU) rules -- is having difficulty exercising the power to govern.

The party spent 16 years barking from the benches at Helmut Kohl's conservative government but, since the SPD has taken over, it is increasingly clear that Germany's purveyors of social democracy have few solutions to the country's problems.
