Jun. 19--TALLAHASSEE, Fla.--Saying neither the House nor the Senate is considering significant enough reforms to lower doctors' insurance rates, Florida's largest medical malpractice insurer on Wednesday recanted its weeks-old promise to roll back rates an average of 20 percent.
Jacksonville-based First Professionals Insurance Company said that only Gov. Jeb Bush's plan would satisfy its concerns enough to justify such a large decrease.
The company's retreat came less than a day after the Senate, for the first time, showed a willingness to discuss a cap on noneconomic damages for victims of medical malpractice -- the key issue that has defined the public debate on the state's...
