Federal Energy Regulators Deny Refunds in Northwest Power Crunch.

Jun. 26--WASHINGTON--Federal energy regulators refused to order refunds yesterday for Northwest utilities that claim they are owed more than $500 million for inflated power prices paid during the 2000 and 2001 energy crunch.
The Federal Energy Regulatory Commission (FERC) also ruled long-term power contracts -- signed at the height of the power crisis in Washington, Oregon, California and other Western states -- shouldn't be altered or thrown out.
Earlier this year, a FERC investigation into the West's power prices found widespread manipulation of energy prices devised by Enron and other energy traders and companies.
