Tampa, Fla., Electric Company Faces Scrutiny on Bids to Ship Coal.

Jul. 17--TAMPA, Fla.--Regulators and consumer advocates said Wednesday that a request for bids to ship coal to Tampa Electric Co. steers the business to TECO Transport, a sister company.
That raises questions about a fair bid process and whether Tampa Electric's customers, who ultimately pay the bill for the coal, are getting a fair price, regulators and advocates said.
But a company official said its request for proposals, or RFP, is more fair to potential bidders by telling them upfront what Tampa Electric requires.
