NASA Analysts Foresee Further Organizational Changes at Agency.

Jul. 4--WASHINGTON--Space-shuttle program manager William Parsons' sweeping reorganization of his staff is the most significant move made inside NASA in the aftermath of the Feb. 1 Columbia accident and the most extensive transformation since the aftermath of the Challenger disaster more than 17 years ago.
But in shifting three middle managers away from the day-to-day operations, Parsons has raised many more ...uestions than he answered. The biggest: Are the moves announced Wednesday the beginning of a fundamental change in the management structure at the National Aeronautics and Space Administration?
