Plans for Off-Campus Dorms in Norfolk, Va., Upsets Local Residents.

Jul. 5--NORFOLK, Va.--A proposal by Norfolk State University to build housing for students off campus has caused a conflict between the Central Brambleton neighborhood and the university that so far appears to have no solution.

Last February, Norfolk State proposed building a $17 million, 400-student dormitory in Central Brambleton, a redeveloped neighborhood of mostly single-family homes across Park Avenue from the west side of campus.

The dorm, for juniors and seniors, would be built on a wooded lot adjacent to the university's Phyllis Wheatley Hall, a 107-year-old building that houses 100 female honor students.
