Senate Spars on Medical Lawsuit Caps; Limits Unlikely to Be Enacted.

Jul. 9--WASHINGTON--Eleven days after assembling a rare bipartisan coalition to pass a sweeping overhaul of Medicare, the Senate reverted to form Tuesday as it approached a vote on another controversial health care issue: limiting jury awards in medical malpractice lawsuits.
The likely result this time will be a short, partisan fight that will end today with the Senate voting to bottle up the malpractice legislation, said analysts on both sides of the issue. Republicans and President Bush hoped for a second major health care victory this summer, but today's expected outcome would deprive them of that.
