Seattle Mayor Orders City Hiring Freeze, More Cuts.

Aug. 16--Blaming the stagnant local economy, Seattle Mayor Greg Nickels yesterday ordered an immediate city hiring freeze, called for less travel by city employees, and told departments to brace for $23 million in additional budget cuts over the next 16 months.
Nickels' announcements followed the release of a new city revenue forecast, which projects Seattle will collect less from taxes, fees and fines in 2003 and 2004 than it had previously anticipated.
The hiring freeze will not apply to uniformed Police and Fire Department employees, Deputy Mayor Tim Ceis said.
The city will have to lay off some of its 10,170 employees, but it's not clear how many, Ceis said....
