Justice Department Decision May Allow Mailing of Ballots in California Recall.

Aug. 19--The U.S. Justice Department said Monday that it had signed off on California's Oct. 7 special recall election.

The action could negate a federal judge's order in San Jose stopping Monterey County from mailing absentee ballots on grounds that it violates the 1965 Voting Rights Act.

In a separate case in Los Angeles, another federal judge said Monday that he'll try to rule by midweek on the American Civil Liberties Union's re...uest to delay the election to recall Gov. Gray Davis until six counties scrap their punch-card voting machines.
