St. Paul, Minn., Calls Comcast on Late Franchise Fee for Internet Service.

Aug. 27--Cable company Comcast will have to explain to the St. Paul City Council today why it hasn't paid a franchise fee on its high-speed Internet service for more than a year.

The company says its cable modem service revenue is exempt from the 5 percent franchise fee under a 2002 federal ruling. But that decision is being appealed in the federal courts, and St. Paul's cable officer says the city's franchise agreement with the company calls for the fees to be paid "until all appeals have been exhausted," which could take years.
