Sep. 3--SILVER SPRING, Md.--Sen. Joseph I. Lieberman offered a step-by-step plan Tuesday to reduce the number of uninsured Americans by three-fourths while spending less than all but one of his major rivals for the 2004 Democratic presidential nomination.
Lieberman said his proposal would first provide health coverage to all uninsured children. But some of his proposals for adults could take as long as a decade to take effect, aides said.
