Aquila CEO Pushes New Laws for Missouri Utilities.

Sep. 17--JEFFERSON CITY, Mo.--Aquila Inc.'s chief executive said Tuesday that new laws are needed in Missouri to ensure the state's energy future.
Richard Green Jr., in remarks to the 2003 Missouri Energy and Utility Conference, said Missouri needs to encourage more investment in the utility industry.
In particular, Green said, utilities need regulators to preapprove the rate of return for large projects such as power plants.
He also said utilities need to be able to pass on the cost of fuel needed to generate electricity.
Natural gas utilities can pass on their fuel costs without having to go through rate-increase hearings, but that is not...
