Regulators Back Plan to Establish Regional Boards to Control Electricity Grid.

Sep. 17--Federal energy regulator Nora Brownell came to Denver to preach the gospel of combining competitive energy markets with government oversight of electrical grids.

Colorado officials listened respectfully and reiterated that what's not broken here ought not to be fixed.

That disagreement reflects a hurdle in the Federal Energy Regulatory Commission's plan to impose national standards on the interstate flow of electricity through high-voltage transmission lines.

FERC is proposing establishment of a series of regional authorities to control power transmission -- a function currently held in Colorado by Xcel Energy and other utilities.
