Sep. 25--NINE SPAM BILLS, ZERO SOLUTIONS: Members of Congress entered the year determined to get a federal law wrapped around the growing spam problem. They are likely to leave 2003 with nothing to show.

Nine bills have been proposed. None is close to a vote.

Meanwhile, junk e-mail continues to rise. Last month, the Brightmail anti-spam service estimated that unsolicited e-mail accounts for more than half of all message traffic.

Each of the proposed laws now in Congress takes a different tack. Some would hit spammers with civil or criminal penalties. Others would create a national do-not-spam registry. One would offer a bounty to those who turn in the...
