Aquila Defends Bid to Use Utilities as Collateral in Missouri.

Sep. 27--KANSAS CITY, Mo.--Aquila Inc. on Friday rejected criticism of its bid to use regulated utilities as collateral, saying it was in the best interest of its customers.
The company made its case in testimony filed with the Missouri Public Service Commission. Aquila's defense countered the commission's staff, the Missouri Office of Public Counsel and other critics who oppose the collateral proposal.
Aquila executives said in the filing that the commission's staff had failed to show that the company's plan would harm its Missouri customers. They also sought to refute the Office of Public Counsel's position that allowing Aquila to use the assets as...
