Sep. 27--The U.S. Homeland Security Institute is still being planned. It will be large. San Antonio is going to try to get it.
Southwest Research Institute, to be specific, will bid for it and should have a strong case.
The $1 billion national vaccination laboratory proposal that San Antonio wanted to pursue last year has wilted for now, because no one in Washington was ever in charge of it. But the planned Homeland Security Institute represents another opportunity for an economic development magnet of the same magnitude.
The Homeland Security Department was charged with creating the institute by the 2002 Homeland Security Act.
