Congress Reaches Death Penalty Deal.

Oct. 2--WASHINGTON--Republican and Democratic negotiators in Congress announced agreement Wednesday on new nationwide protections to guard against execution of innocent Death Row inmates, paving the way for passage of federal legislation.
The measure would improve convicted prisoners' access to DNA testing to prove claims of innocence and also would provide financial incentives to states to assure defendants in capital cases are represented by competent lawyers.
"We get elected to jobs around here to fix things that are flawed.
And the system was flawed, flawed to the extent that people were on Death Row who shouldn't have been there," said Rep. Ray LaHood...
