Proposals to Fix Electric Grid Are Flawed, Says Leader of Co-Op Group.

Oct. 8--Proposals to upgrade the nation's electric grid would increase rates with no assurance that the work would even be done, the head of an electric cooperative group said Tuesday.

Glenn English, chief executive officer of the National Rural Electric Cooperative Association, said that the network of transmission lines needs improvement and that electric cooperatives would have to pay their share.

But he said proposed federal regulations and legislation were flawed. The proposals, among other things, would raise a utility's rate of return from about 13 percent to 20 percent for electric grid improvements. At the same time, there are no standards yet for...
