Mexicans' ID Cards Gain Acceptance in Philadelphia.

Oct. 15--To muggers and immigration agents, Emilio is just another illegal immigrant with cash stuffed into his socks, a "walking ATM" from Mexico.

But to a growing number of businesses and local governments, the 34-year-old cook toiling in South Philadelphia represents a new opportunity.

At least six banks in the region now say they will welcome customers like Emilio who present the special Mexican identification cards called matriculas consulares, a controversial form of ID used widely by illegal immigrants since 9/11.

Wachovia and PNC Bank, among others, now honor the ID cards from people seeking to open accounts, apply for loans, or get credit...
