Nov. 2--More brickbats for the BBC, which was criticised by the Office of Fair Trading (OFT) last week for failing to meet its quota for independently-produced programmes for the third year running.

BBC1 and BBC2 commissioned just 21 percent of qualifying programmes, short of its statutory 25 percent target. The BBC complains that Endemol UK, which makes Changing Rooms, Ready Steady Cook and Fame Academy, is not classified as independent because it is owned by Telefonica, the Spanish pay-TV operator.
