Energy Bill Could Give Southeast Texas Room to Meet Clean Air Standards.

Nov. 22--The federal energy bill could give Southeast Texas breathing room to meet Clean Air Act standards by preventing the region from being punished for air pollution that drifts in from Houston.

Local air quality control officials and the region's two congressmen hailed the language as a matter of fairness that enforces a policy and good science that dates from President Clinton's first term.

An environmental advocate said he hoped the language wouldn't encourage anyone to think industry should slow efforts to reduce air pollution.
