Alpena, Mich., Makes Pitch for Boeing Factory.

Dec. 2--ALPENA, Mich.--While browsing the Internet last summer, an Alpena County official chanced upon a report of what Boeing Co. was looking for in locating a $900-million aircraft plant.
County Coordinator James Peltier reviewed the requirements for submitting a formal proposal. Maybe we'd have a shot at this, he thought.
With that a dream emerged, a dream of 1,200 jobs and a chance, as he put it in a later meeting of community leaders, "to change despair into hope."
The deadline for submitting a proposal was three days after Peltier learned about it. He said officials from the county, the City of Alpena and from Alpena and Wilson townships, which...
