Dec. 5--CAPE CANAVERAL, Fla.--President Bush could announce later this month revamped goals for NASA that include the possible return of astronauts to the moon.
The announcement may come at a Dec. 17 ceremony marking the 100th anniversary of the Wright brothers' first powered flight. Such a development would be the latest twist in an ongoing debate on the future of U.S. space policy that has raged inside the Bush administration since May. It would mark a reversal for those who had argued for more modest changes and, until recently, appeared to have the upper hand.
