Dec. 17--TIME TO BREAK THE BAA HOLD: The Civil Aviation Authority, regulator of UK air transport, said loud and clear yesterday that it believed in "stand-alone regulation", meaning the prices airport operators charge in landing fees and passenger handling should reflect the costs of each airport individually.
CAA chairman Sir Roy McNulty made the comment after Transport Secretary Alistair Darling gave permission for a new runway at Stansted but put off further expansion of Heathrow. It was Sir Roy's way of saying that if BAA, the owner of both, thinks it can jack up charges at Heathrow to pay for a new runway in Essex, it had better think again.
