North Carolina Hog Farmers Find Allies in State Legislature.

Dec. 17--Heavy rains or hurricanes have created problems for hog farmers in four of the past eight years. In three of those years, state officials have come to hog farmers' assistance.

After hurricanes Fran and Bertha in 1996, state officials let farmers pump out waste at higher rates than their permits allowed. It was a choice of spraying or risking a spill or lagoon rupture.

In 1998, when a record 8.5 inches of rain fell in January, state regulators inspected 43 farms and served violation notices to 23 of them for such infractions as overfilled lagoons, ponding wastewater in fields and discharges into surface waters. Environmental activists say the...
