State's Consumer Advocate Accuses Nevada Power Co. of Deception.

Jan. 13--State consumer advocate Tim Hay set the stage for a debate at today's consumer comment sessions with his claim that Nevada Power Co. mailed a "blatantly misleading notice" on the utility's rate change proposals.
Hay, chief of the attorney general's Bureau of Consumer Protection, was complaining about "bill stuffers" that Nevada Power is required to send to customers when it files for rate increases.
"We followed our normal administrative procedures in notifying our customers," said Sonya Headen, a spokeswoman for Nevada Power.
