Federal Medicare Bill Delays Plan for Fresno, Calif., Specialty Hospital.

Feb. 5--A local hospital project is left hanging until the federal government delivers its verdict on specialty hospitals next year.

The Medicare bill signed in December puts the Visalia Surgery Hospital on hold for 18 months while federal officials study specialty hospitals' impact on national health care.

"It's been a pretty significant setback in terms of all the work. It was just a really bad thing for us," said Dr. Jim Billys, a Visalia surgeon who spearheaded the project.
