Washington State's Offer to Boeing Had Colleges Involved.

Mar. 27--Four months after Boeing began searching for a 7E7 assembly site, it added an odd item to its wish list: Sites seeking the plant should propose ways to buy three 747 freighters and convert them into oversize cargo planes that Boeing could use to fly 7E7 parts from Japan and Europe.

Washington state responded like a consultant, investigating trends in the air-cargo market, hashing out business plans and exploring staffing options.

One of the state's more intriguing proposals: Have college engineering students earn credits -- rather than salaries -- to perform design and technical work on the planes.
