Kentucky Water Firm to Seek Rate Increase in April.

Mar. 27--Kentucky American Water will ask for a rate increase in late April, although the utility has not yet decided how much more money it needs, the company told state regulators yesterday.
Water company officials said the increase will be used to maintain water quality and pay for costly salary increases and health benefits. But critics of the utility quickly dismissed that explanation, suggesting that Kentucky American's German owners have other uses for the money.
The rate case is sure to add fuel to the debate over city ownership of the utility, and probably will become a factor in hotly contested city council races that split along water lines....
