New Jersey's New Human Services Commissioner Takes Oath.

Apr. 15--James M. Davy, a close aide to Governor McGreevey for more than a decade, was sworn in Wednesday as human services commissioner, officially stepping into a role where he will be judged largely for his ability to reform child welfare in New Jersey.

McGreevey appointed Davy in January, after Gwendolyn Harris announced her resignation to pursue a research position at Rutgers University.

Davy took over the responsibility to reform the Division of Youth and Family Services as mandated by a court settlement the administration reached last year with a national advocacy group, Children's Rights Inc.
