Employee Morale Sinks at National Drug Intelligence Center in Johnstown, Pa.

May 2--More than half of all National Drug Intelligence Center employees say workplace morale is "very low," and one-third do not trust Director Michael Horn, a survey obtained by The Tribune-Democrat reveals.

Results of the August poll, conducted by an independent expert, were so damaging that Horn immediately "buried" the document and did not present it to employees, sources close to the situation said.

Now, the document is one reason why Justice Department officials are investigating allegedly rampant mismanagement at the Johnstown-based intelligence center, which coordinates the nation's fight against illegal drugs.
