Eugene, Ore., Voters to Elect a New Mayor, Four Councilors.

May 17--Tuesday's primary election gives Eugene voters a chance to radically overhaul the political power structure on the Eugene City Council -- or to leave it alone.

With half of the eight council seats, plus the mayor's job, up for grabs, voters have an opportunity to change a political theater in which conservative-leaning councilors now handily outnumber liberal-leaning ones.
