May 18--Just when it appeared there were no more fools to be parted from their money, IPOs are back.

So far this year, 153 companies have filed for initial public offerings, according to Renaissance Capital, a Greenwich, Conn.-based IPO investor. That's compared with 105 filings in all of 2003.

Pent-up demand after a three-year dry spell, a relatively strong stock market, fears of higher interest rates and a lot of hype are driving the latest IPO boomlet.

The question to ask when rummaging through these deals would be the same at any yard sale: Who would buy these?
