World Trade Center Response Undergoes Scrutiny by 9/11 Panel.

May 19--NEW YORK -- Authorities had no rescue plan for people trapped on the high floors above a major fire in a skyscraper, and emergency drills were a casual affair at the World Trade Center before the terrorist attacks of Sept. 11, 2001, according to testimony before the 9/11 Commission yesterday.
Some workers did not bother to attend fire drills. Those who did usually just practiced meeting at a central place on their floor to await instructions, so they were unfamiliar with the confusing stairwell configurations they encountered during the crisis.
Moreover, there was no system at the 911 call center for taking new information and relaying it to callers....
