May 20--SAN FRANCISCO -- A panel of the University of California Board of Regents deadlocked Wednesday over what will likely be inevitable student fee hikes, with opponents of immediate increases arguing that a delay gives Democratic lawmakers political leverage in their fight for higher education funding.

California State University trustees ignored similar calls for a delay and overwhelmingly voted to boost undergraduate fees by 14 percent for the third time in less than two years.
